Agricultural uses should not be subverted with solar panels; at least parking space under the panels should be utilized. Any change, i.e. asphalt paving, that adds to solar heating should be taxed. • Areas, where there is not enough moisture for foliage everywhere e.g. sahel,scrubland, shrubland, could be utilized; the moisture could be collected for the areas between the panels.
